Detailed Walkthrough

For your next task, Milara wishes for you to put an end to a group of Shinathi apostates who have renounced the Tribunal in favor of Molag Bal, and to do this by killing their leader. She asks that you first speak to the saharkhan of the Ussiran tribe, Issayazubael, at Ussiran Camp. She also suggests speaking to the temple's apothecary, Relma Sarys, for directions to the camp if needed. Relma is on the first floor of the Temple, and recommends some levitation potions to aid in navigation - her prefered route is to go to Shipal-Sharai and then go across land (and air, when the need for levitation arises) in a southwesterly direction.

Go to Ussiran Camp (it's marked on your map in the southwest of the province), and once there speak with the saharkan in the Communal Tent. He says that the apostates are encamped to the northeast in the Daedric Shrine of Kaushirimilk. It's just down the cliff from the camp. Enter and seek out Massiralmidan-Shulk in the statue room, and slay him. Then return to Milara to complete the quest.
