Detailed Walkthrough

You can find Waterfall-Beneath-Cloudy-Sky in the Chambers of Summoning area of the Narsis Guild of Mages. He's tasked with soul harvesting Daedra in order to power the BALROG - a mysterious device in the Genatorium. The sigils used to restrain summoned Daedra while their souls are harvested have been malfunctioning lately, so the Argonian wants you to assist in the killing and soul trapping part while he does the summoning.

Acquire a means of casting Soul Trap and speak to Waterfall about soul harvesting when you're ready to begin. He'll give you a Common Soul Gem with which to soul trap a Clannfear, and then summon it. Trap the soul and then give the gem to Waterfall. If you mess up, you can speak to him and he'll summon another Clannfear.

The process is then repeated for successively more potent Daedra. You'll get a Grand Soul Gem with which to trap a Hunger, and then another to catch a Golden Saint. Once this last foe has been trapped and its soul delivered, Waterfall will reward you with the Robe of Reaching Through
