High King Emeric of Wayrest (also known as Emeric of Cumberland or Emeric Cumberland)[1] was a member of the Cumberland Dynasty in the Second Era, and one of the major faction leaders of the Three Banners War.[2] He was pivotal to the founding of the first Daggerfall Covenant, a defensive pact among all of High Rock's kingdoms against foreign threats, established after Emeric slew Durcorach the "Black Drake" and helped fend off his onslaught of Reachmen raiders circa 2E 541.[3][4][5] As king of Wayrest, Emeric built an alliance through marrying the daughter of King Fahara'jad of Sentinel, Princess Maraya. He gained another ally through a war treaty he made with King Kurog gro-Bagrakh, promising the return of Orsinium to the Orcs.[4] Emeric's conflict with King Ranser of Shornhelm led to the alliances he previously established coming to his aid, and they joined him in the formation of the Greater Daggerfall Covenant after Emeric's victory.[6]

Emeric was elevated to the position of High King for both High Rock and the multinational Greater Daggerfall Covenant circa 2E 567.[7] He managed to claim this supreme leadership as a result of being the architect of the Greater Daggerfall Covenant, and after all the city-states of northwest Tamriel swore loyalty to the Covenant's Royal Council.[8][7] Indeed, the negotiations ended after months of discussion thanks to Emeric's brainchild, made reality through "dozens of compromises and carefully negotiated provisions".[8] Despite warfare between kingdoms accounting for much of the provinces' history,[2] the various monarchs of High Rock were bound to him via trade agreements,[1] and they came to see him as a trusted figure.[2] Emeric was a merchant lord who advocated for free trade throughout Tamriel,[3] and he competed against Queen Ayrenn of the Aldmeri Dominion and Jorunn the Skald-King of the Ebonheart Pact for the Ruby Throne, seeking to utilize its station so he may restore "the true flame of the Empire of Man".[6][9]

Early Life[edit]

Emeric was the eldest son of House Cumberland of Stormhaven, whose ancestry chart can be traced back to the middle of the First Era.[9][8][10] His father, Earl Pierric, sent Emeric to Castle Ravenwatch when he was a boy to study under the tutorage of the vampiric Count Verandis Ravenwatch, whose support would later be pivotal to Emeric becoming King and convincing the nobility to support the Greater Daggerfall Covenant.[9] Earl Pierric made sure his son was schooled in both economics and military matters, and he would serve as a lieutenant escorting caravans during the summers.[5] As Emeric was coming of age, he visited Cyrodiil with his father who sought to gain the Emperor's favor. While there, he developed a crush on Septima Tharn, who mocked his advances cruelly. Emeric didn't realize it at the time, but his father being a mere merchant lord meant he was not a match for a Tharn.[9] Emeric's mother worked to ensure Emeric remained well-groomed. She had several pairs of nosehair trimmers made for him out of orichalcum.[11]

From Earl, to King, to High King[edit]

Emeric's first major victory[3] came when he was twenty, in 2E 541. He helped fend off the onslaught of the Reachmen leader Durcorach when the latter began leading attacks against cities in High Rock. Emeric finally killed Durcorach at the gates of Daggerfall.[5][6] The invasion was a complete surprise, and was only barely repulsed after months of fighting, led by King Bergamot of Daggerfall and Earl Emeric of Cumberland.[5] In the aftermath, the kings of Daggerfall, Wayrest, Camlorn, Evermore, and Shornhelm signed a treaty of mutual defense to unite against foreign threats.[8] This was called the Daggerfall Covenant, after the city where the treaty was signed.[3]

By 2E 561, Emeric was the Earl of Cumberland. That year, miners near Wayrest made the biggest orichalcum strike in recorded history in Emeric's domain. With King Gardner of Wayrest's approval, Emeric proposed to use the resulting wealth from Cumberland Mine to enhance Wayrest's fleet and improved trade throughout High Rock.[8][6] Such was prosperity that the king gifted orichalcum pails to the region's prominent farmers.[12] At one point, Emeric obtained the Orichalc Scalpel, a broadsword he described as flashing and humming "like a blade in a sawmill".[13]

Emeric as High King

In 2E 563, the Knahaten Flu swept through High Rock, killing King Gardner, Emeric's father, and the entire royal family of Wayrest. Succession fell to Emeric, who ascended to the throne, beginning the Cumberland Dynasty. There was reportedly a "Halo of Gold" around the sun on the day of his coronation.[6] One of his Emeric's earliest actions was making the Lion Guard his own elite knightly order during the time of the first Daggerfall Covenant. He then subsequently utilized them during Ranser's War.[14][4] Inspired by the Lion Guard, Emeric adopted the lion as his personal crest, and it became the martial symbol of the Daggerfall Covenant.[14] The Lion Guard later pledged its allegiance to the subsequent Greater Daggerfall Covenant, and served as the elite and personal guardians of the Covenant's rulers.[1]

The captain of the Lion Guard, Lady Arabelle Davaux, attracted the attention of Emeric. She was recruited into Emeric's personal guard, and he became one Arabelle's many lovers for a time. When Arabelle was asked if she really did play "sheathe the dagger" with him, she stated that "Emeric's dagger would more accurately be described as a sword".[15] Emeric created the Ring of Daggers to serve as the secret intelligence network of the Daggerfall Covenant, and Arabelle became one of its first members. The Ring of Daggers were thought to have enforced economic and political issues on the behalf of Emeric.[15][16] In truth, they pledged allegiance to no one, but instead worked on behalf of the Daggerfall Covenant on a contractual basis, often for Emeric himself. They were utilized in a variety of roles such as guards, soldiers, scouts, and couriers for small scale operations.[17]

Emeric later met Kurog gro-Bagrakh when the latter visited Wayrest Castle, thanks to Emeric's spy Zephrine Frey introducing the two to each other. Frey described them to have gotten along smashingly, as they found to have shared similar opinions on politics and warfare, and took great pleasure in making each other laugh. At the end of the evening, Kurog admitted he was returning to Wrothgar to take control of his clan, but decided he would try and rebuild Yashnag gro-Yazgu's kingdom in Falkreath before turning to High Rock. Kurog and Emeric then shook hands, and the latter suggested that Kurog take Zephrine Frey with him to Wrothgar. Kurog, admitting to Emeric that he knew Frey was a spy, agreed anyway as he found her amusing.[18]

As king, it was expected that Emeric would wed the daughter of King Ranser of Shornhelm, but in 2E 566 he suddenly married Princess Maraya, the Redguard daughter of King Fahara'jad.[19] This strengthened diplomatic and trade relations between High Rock and Hammerfell, but it also enraged Ranser, leading to Ranser's War in Last Seed of that year. Ranser hired a host of mercenaries and stormed Wayrest. The city would have fallen, had not Emeric's shrewd diplomacy paid off.[4] The other kingdoms of High Rock honored their earlier Covenant and came to his defense, while Fahara'jad, now an ally by marriage, sent elite troops across the Iliac Bay. These combined forces were enough to rout Ranser's army, who retreated only to find that their homeland had been sacked in their absence by the Orcs under King Kurog. Emeric had sent an emissary requesting their aid in exchange for a guarantee that Orsinium would be re-established as a sovereign territory.[4] Ranser was utterly crushed, and this new arrangement of alliances formed the Greater Daggerfall Covenant, aiming to conquer Cyrodiil and succeed the Second Empire.[6]

With his elevation to both the High King of High Rock and the Greater Daggerfall Covenant circa 2E 567, Emeric punished those that participated as opposition to him in Ranser's War. He targeted House Mornard, stripping Duke Avrippe of his titles and exiled him to Cyrodiil. The duchy was granted to House Dufort, while Avrippe's son Leonard was left with a county and rule over the island of Galen and their operations in Amenos.[20][21][22] As Amenos was a prison island, Emeric would later rely on it to be a place where he can send his political prisoners, prisoners of war, and rival nobles like the Empire once did.[23] Emeric also stripped the noble family known as the Marcotts of their power.[24] Those who had ties with the Marcotts severed them, wishing to no longer be associated with them or their political beliefs.[25] A husk of their former selves, the Marcotts decided to go underground, pursuing criminal activities to stay afloat.[26] Similarly, Emeric had also punished House Hallix, stripping them of their land and titles after his trusted advisor, Lord Martel Hallix, plotted to murder him and take his throne.[27][nb 1]

Three Banners War[edit]

Emeric and the other kings of the Daggerfall Covenant looked to Reman as a model Emperor, and saw themselves as the spiritual heirs to the Second Empire.[8] Focused on "restoring the glory of Reman's legacy", the Covenant cited its focus on freedom, worship of the Divines, and primacy of trade as reasons it was meant to be the center of Cyrodiil's power.[28] Race relations between the Bretons and Orcs improved during the Covenant's existence,[29] despite the persistence of anti-Orc sentiment.[30] The Direnni elves were also accepted within the Covenant's borders.[31]

The Daggerfall Covenant would later come into conflict with the Aldmeri Dominion and the Ebonheart Pact, with their competing ideologies setting them on a course for war. This conflict began in earnest sometime in 2E 580. Tensions between the alliances were further exacerbated by the Soulburst and subsequent military aggression of the Empire of Cyrodiil under Empress Regent Clivia Tharn.[32] Each alliance saw the opportunity to overthrow the corrupt Imperial regime by capturing the Imperial City and installing their own emperor on the Ruby Throne, but also had to deal with the other two alliances.[33][34] To Emeric, the other two factions represented an echo of the time Elvenkind held tyrannical rule over Tamriel, and he allowed neither Alinor nor Mournhold to repeat it.[35]

An audience with High King Emeric

Emeric had created a peace treaty with Clivia's predecessor, Varen Aquilarios. A justification he used to not extend the same offer to the Empress Regent was that after Varen's death, Cyrodiil had fallen to a Daedric Cabal.[6][36] Indeed, the necromancer Mannimarco became the true power behind the Ruby Throne, converting Clivia to worshipping Molag Bal, and manipulating her into expelling the Mages Guild from the Imperial City so that his Worm Cult could operate freely.[37][38][39] Negative sentiments against Daedra worship required intervention from King Kurog, who legitimized his people's religious worship among their Daggerfall Covenant allies by claiming that Mauloch wasn't a Daedric Prince like Malacath.[14] Emeric and his counselors however tolerated the Spirit Wardens of Azura, thanks to their charitable contributions, their ability to be inconspicuous, and their ability to produce potions capable of combating the nightmares inflicted by the Vaermina cult known as the Supernal Dreamers.[40]

Emeric also rationalized Clivia's dethronement with her being a descendant of a Reachman,[6] though the veracity of this claim is dubious.[41] During the Three Banners War, Emeric granted an audience to a representative of Clivia's father, Abnur Tharn, who he acknowledged was a "powerful force for Cyrodiil. For the moment, at least."[1] When asked if Emeric could possibly be accepted by the Elder Council should he take the Ruby Throne, Abnur Tharn stated it would be easier if he were to integrate himself into Cyrodiilic customs and adopt a new name like "Emeritus" or "Emicio".[42]

Conflict within Covenant Borders[edit]

At some point Emeric assisted with the arranged marriage of his brother, Duke Nathaniel, to his wife's sister, Lakana. Although this union was for political purposes, Nathaniel and Lakana were happy and showed gratitude to Emeric.[43] In 2E 582, with the Dream Shard stolen,[40] the Supernal Dreamers were free to spread Vaermina's influence in Daggerfall Covenant territory in the wake of the Soulburst. With the cult's assistance, Vaermina's Omens invaded the dreams and minds of some of the Covenant's influential figures.[44] One of their victims that were driven insane assassinated Lakana at Alcaire in their paranoia.[45][46] This conspiracy culminated with Vaermina's consort Galthis,[47] the first Nightcaller,[47] taking over the mind and body of High King Emeric in Wayrest. Luckily, the Daedric Prince Azura and her Spirit Wardens intervened, and the plot was ultimately foiled when the Vestige entered Emeric's dream and defeated Galthis the Night Terror, ending Vaermina's control of the Covenant.[48]

Emeric subsequently made an appearance in Rivenspire, after the triumvirate council he had set to rule in Shornhelm[49] broke down when Baron Wylon Montclair rebelled and attempted to seize Rivenspire for himself. The two other members of the council, Eselde Tamrith and Baron Alard Dorell were barely on speaking terms either, despite the best efforts of Count Verandis Ravenwatch to keep the peace.[50] Ravenwatch and the Vestige, between them, revealed that Montclair's objective was more than simple treason: he had become a vampire and was seeking to turn the whole of Rivenspire to a land of undeath.[51] They succeeded in stopping him, but not without cost: Tamrith's sister herself became a vampire (and was offered a choice between death or membership of House Ravenwatch, Verandis's organization for the reformed and self-disciplined vampires), while Baron Dorell was forced to exile his own son for collaboration with Montclair's daughter,[52] and Verandis Ravenwatch himself gave his own life (or rather, unlife) to stop Montclair.[53] Emeric himself did little in the conflict: when the time came to choosing a new ruling dynasty for Shornhelm, between Dorell and Tamrith, Emeric entrusted the choice to the Vestige rather than make the decision himself. But his influence was crucial in persuading the loser of the choice to accept the winner, and work with them to restore Rivenspire.[54]

Later that year, King Emeric appeared in Bangkorai in response to a call for help from his cousin, Queen Arzhela, who had lost her husband, son and daughter all to Bangkorai's enemies of Reachmen and Imperials. Though he arrived too late to forestall the Imperial plot to usurp power through Arzhela's brother-in-law, Duke Renchant (whose treason was exposed and he paid the ultimate price)[55] or to fight against the Reachmen (who dispersed in disorder upon the death of their leader, Uela the Hagraven),[56] Emeric was in time to bring his army to storm the Bangkorai Garrison and retake Hallin's Stand from Imperial conquerors, the latter with help from an uprising among the town's inhabitants. Emeric was subsequently abducted by Magus-General Septima Tharn of the Imperial Legion, for whom he had once nursed an unrequited attraction.[9] She took him to a famed Redguard crypt, the Hall of Heroes, which her scouts had rediscovered in the Fallen Wastes of Bangkorai. There, she slew King Emeric, and was able to physically follow his soul to the Far Shores. A soldier of the Daggerfall Covenant was able to follow and slay Tharn in turn. As a reward for this heroic deed, Tu'whacca allowed the soldier and King Emeric to return to life in Mundus.[57]

Emeric had established a long friendship at one point with the founder of the Mages Guild, Vanus Galerion. While publicly neutral about it, Emeric was secretly supportive of the Mages Guild's newfound foothold on Arteaum, and had come to owe Vanus a few favors.[9][58] As the Three Banners War dragged on, Molag Bal's power over Tamriel continued to grow. Together with the Fighters Guild, the Mages Guild under Vanus Galerion finally arranged for a meeting of the three alliance leaders on the island of Stirk to discuss a potential counter-invasion of Coldharbour. Before an agreement could be reached, Molag Bal sent Daedra to the island to kill the alliance leaders. Although the attackers were repelled, the leaders quickly consented to a guild-led invasion, having seen Bal's influence firsthand.[59]

King Kurog

After the assassination of Lakana at Alcaire,[45] the nobility and commonfolk looked to put this tragic event behind them. Lakana's father, King Fahara'jad, decided to partially fund the New Life festivities that were to take place there. King Emeric urged all visiting participants to come celebrate without anxiety or economic worries. The goal was to host a New Life Festival at Alcaire that would be remembered for a generation.[60] Emeric would also later mourn the loss of his friend King Kurog, who was slain for engineering a crisis between Trinimac and Malacath cults in order to discredit his main rival, Bazrag gro-Fharun, and eliminate the other Orc chiefs of Wrothgar. After Kurog's treachery was discovered and he was subsequently eliminated, Bazrag was crowned the next King of the Orcs.[61] As Emeric's agreement was directly with Kurog and not the clan chiefs, Orsinium's continued membership of the Daggerfall Covenant became a matter of debate for Bazrag.[62] Nonetheless, Emeric held meetings with Bazrag, the latter who sometimes brought Kurog's favorite ale that the two used to toast in memory of the fallen.[9]

High King Emeric engaged in politics with the Reachfolk. He dispatched Lady Nilene Devierin, the Royal Envoy to the Reach, to address the topic invasion of Breton borders by the Bloodthorn Cult and Dark Witnesses, the two of many Reachfolk clans. Seeking a peace agreement, she met with Lady Belain, advisor to the Ard. Devierin expressed frustration over the raids by some of the Reachfolk clans and implored Belain to persuade Ard Caddach to control the unruly raiding groups. However, Caddach, constrained by the need to avoid projecting weakness or servitude to Emeric and hindered by the nature of fractured clan society and the high autonomy of independent clans, couldn't rein in the factions. He was not a liege of those clans. Nilene was instructed that Bretons should weaken the factions themselves to increase Caddach's authority in the region. By assisting Ard Caddach, High King Emeric could streamline negotiations with a unified Reach under one king instead of dealing with numerous stubborn clans. Supporting Caddach was presented as an action aligning with High Rock's best interests. Upon meeting with Caddach, her concerns were dismissed, and she left to High King Emeric without a satisfactory response.[63][64]

A Chance for Peace[edit]

"The Covenant remains strong. Or so I tell myself from atop the lumpy pillow on my unbearably uncomfortable throne.
Look, we've accomplished quite a bit in these past few years. I mean, you tell me. Is it madness to hope for peace in our time?"

Emeric, Ayrenn, and Jorunn were subsequently targeted by the Ascendant Order, a pan-Tamrielic movement turned terrorist organization. The leaders of the Ascendant Order were secretly nobles, utilizing disgruntled commoners to fulfill their goals. The Ascendant Magus was Count Damard of House Dufort, while the Ascendant Lord was Lord Bacaro of House Volorus from Cyrodiil. Bacaro's partner and children were killed during the conflict of the Colovian Revolt, and when the Three Banners War came around, he had created the Society of the Steadfast to serve as a humanitarian organization.[65] Lord Bacaro later settled in his holdings on the Systres and overtime, built goodwill through his Steadfast Society. He then planned to leverage his reputation to lure the major players responsible for the Three Banners War to their deaths with peace talks hosted on High Isle.[66][67]

The Ascendant Order tampered with the invitation medallions that the Society of the Steadfast had intended for the peace talks. The medallions were intercepted, the curses they contained were dispelled, and Emeric was rescued by Lady Arabelle Davaux, Jakarn, and the Vestige at his holiday retreat palace on Sword's Rest Isle which the Order had assaulted.[68] The ships carrying the leaders of the Three Banners War sailed to Gonfalon Bay for the peace summit on High Isle, but as they approached the region from the north, their ships were caught in a brutal, albeit uncontrollable storm conjured by the Ascendant Magus. These ships were subsequently wrecked on Loch Abhain in High Isle and while their captains were apprehended by the Ascendant Order, the alliance leaders, Queen Ayrenn, King Emeric, and Prince Irnskar were lost to sea and washed ashore on Amenos' north coast.[69] One of Amenos' prison gangs, the Green Serpents, put up a bounty for the capture of these three nobles for the Ascendant Order. And while Ayrenn and Emeric managed to escape their clutches, Prince Irnskar was taken to their hideaway, Old Coin Fort on the north coast. Arabelle sent Jakarn and the Vestige to retrieve the nobles. They both infiltrated Amenos Station's stockade to gather intel and the latter delved into the jungle to find the allied leaders. The adventurer found Ayrenn and Emeric in the wilderness but had to fight their way through the fort to rescue the prince. With their combined efforts, they safely escaped the island.[70]

The Peace Talks

During the Ascendant Order's assassination attempt at All Flags Islet, the Ascendant Magus was unmasked and killed.[71] Bacaro's death soon followed, his goal to ascend to become the Druid King and use its power to decimate Tamriel's armies with a dormant volcano spirit ruined.[72][73][74] Although the peace talks were initially a trap set by Lord Bacaro, the Steadfast Society were kept in the dark about his plans and had no involvement with the Ascendant Order. Even with Lord Bacaro gone, they continued his original vision of helping those suffering from war and disaster. As Lord Bacaro had set up a trust many years ago, the society was self-sufficient, and they continued to sponsor the peace talks and take care of all the expenses.[75] The outcome of these peace talks remains unknown, though the Three Banners faction leaders named the Vestige "Champion of the Alliances".[76]

Tamriel Covenant[edit]

Although their plan was never realized, the leaders of the Covenant intended to crown High King Emeric as Emperor of a third Empire and found a new Imperial dynasty after conquering the Heartlands of Cyrodiil and taking the Ruby Throne. With this achieved, the Covenant would have been in an ideal position to invade and conquer the other two alliances and proclaim the Tamriel Covenant. Under this new empire, the Royal Council would have been replaced by a Grand Council, with a seat for every kingdom in Tamriel.[28] This scenario was not to be, as the Daggerfall Covenant ultimately crumbled; the true Third Empire was proclaimed by Tiber Septim in 3E 0, ending the Interregnum period.[77] By tradition, Wayrest was a kingdom under the command of one family. Emeric's Cumberland Dynasty was replaced by the Horley Dynasty, and the Horleys were replaced by the Septim Dynasty founded by Tiber Septim.[78][79] Though Emeric's fate is unknown, the Third Era edition of Wayrest, Jewel of the Bay claimed that no ruler of Wayrest was deposed by revolution or assassination.[78]
