Emmandic Oltz is a Breton member of the Mages Guild found on the island of Eyevea. He is accompanied by fellow mages Verney Begnaud and Yolande Hoger. He will appear when the island is retaken.

He mentions about Vanus Galerion's diplomatic relationships:
- "High King Emeric knows well how to play the diplomat. While officially he's been neutral on the topic of Eyevea, he's privately been highly supportive. He knows Guildmaster Vanus values his friendship."
- The Guildmaster and High King Emeric are friends?
