Quick Walkthrough

1. Speak to Felms in the Narsis Arena about the Foreign Quarter Killer, twice.
2. Kill Hlarur Galan in the Arena's pit.
3. Return to Felms.

Detailed Walkthrough

A serial killer has been apprehended and brought to fight in the Narsis Arena. Speak to Felms about this Foreign Quarter Killer, place a bet with Podric Belfort if you wish, then talk to Felms again to set up the fight. The killer, Hlarur Galan, wields a dagger that damages your Strength on hit. Once he's dead, return to Felms for payment.

The Rules

Unlike your previous two fights, this one doesn't end until one of you is dead.

The following Journal ID and Index codes can be used with the Journal console command to manually update the quest to a certain point.

10		Felms arranged a fight between me and Hlarur Galan, the murderer known as the Foreign Quarter Killer. He said I should return to him when I'm ready to fight Hlarur.
20		Felms told me that Hlarur Galan will be escorted into the pit for our fight. He also informed me that it's against the rules for me to loot the corpse after a fight to the death.
90		I killed Hlarur Galan in the Narsis Arena.
100	Finishes quest	Felms gave me a payout for my fight against Hlarur Galan along with the killer's dagger.
