Magistrate Hilo Gerardius was an Imperial who could be found in the Aldmeri Dominion Base, the Daggerfall Covenant Base, and the Ebonheart Pact Base. His forged death certificate could be found in the ransacked Imperial Magistrate's Office. The document implies he raided the office's coffers before fleeing to the sewers: Gerardius swears up and down that Legion Zero must have stolen the money.
