Morrowind:Unfinished Quests
This page lists quests that were apparently designed to be part of Morrowind at one point, but which didn't make it to the final game.
The journal entries for these quests remain in the game but no script or dialogue exists to start or otherwise access them. They can, however, be seen by using the Journal
Console command.
Fighters Guild[edit]
Dagoth Velos[edit]
This quest would have fleshed out Hrundi's small list of quests by requiring the player to kill Dagoth Velos in Sanit, a Sixth House base close to the north coast of Vvardenfell, northwest of Vos. In the released game, Dagoth Velos is actually found in Yakin, although this discrepancy may explain why a second Dagoth Velos exists in the construction set.

Imperial Legion[edit]
Baladas Demnevanni's Taxes[edit]
An early Imperial Legion quest, Rescue Ragash gra-Shuzgub, involves the rescue of an Orc who had gone to Baladas Demnevanni's home of Arvs-Drelen in an attempt to get him to pay his outstanding taxes. This quest seems to have been to do with another attempt to collect the taxes using the player's fame as Nerevarine to persuade Demnevanni.

10 | Darius asked me to collect taxes from Baladas Demnevanni. Since I am the Nerevarine, Darius believes that Baladas will listen to me.
50 | Baladas Demnevanni agreed to give his share of the taxes. I should return this money to Darius.
100 | Darius thanked me for convincing Baladas to pay his taxes. |
Blueprints[edit]
Numidium was a gigantic golem of Dwemer origin, and the goal around which Daggerfall was based. In Morrowind, Akulakhan was the name of a second version of Numidium that Dagoth Ur was building deep under Red Mountain. It seems this quest was designed to retrieve the blueprints for this golem for the Emperor.
The dialogue for this quest actually remains in the game. Asking Darius about Orders after the Talos Cult Conspiracy was unmasked would result in him saying "The Emperor Uriel Septim VII wants the plans for the Anumidium." A follow-up question about Anumidium would result in him saying "With a mere copy of the Anumidium, Tiber Septim was able to conquer all of Tamriel. Naturally in these troubling times, the new Emperor wants us to find any information we can on the original Anumidium. I have heard that the plans for the Anumidium rest somewhere in Red Mountain. If you find them, bring them to me." and setting quest stage 10.
The object in question, Anumidium Plans, can still be found on a wall in Tel Vos, Central Tower. Bringing it to Darius would have resulted in him asking "I see you have a fragment of the plans for the Anumidium. Will you return this to me now and help protect the Empire?" The answer "Yes, take it." would have resulted in "I am glad you are still loyal. We will need %PCRaces like you for the troubles ahead. In exchange for these plans, I offer you [REWARD]." with a boost in Legion reputation of 15 points and a jump in Darius' disposition of 25. The answer also set journal stage 100. Answering "Nevermind." resulted in "This does not surprise me, %PCName. Even those I thought I could trust are turning against the Empire." but with no penalties. Asking Darius about Anumidium after this gains the response "You have returned the plans to the Anumidium and helped save the Empire."
The whole quest is inaccessible, however, because the first step has a requirement that the quest is already started. A comment in the script says "the journal entry here is set so that you never get this quest. It has been commented out for now." If you bring the plans to Darius and ask him about Anumidium, it makes the rest of his quests inaccessible.

10 | Darius told me that the Emperor himself wants the plans to the Anumidium. These plans may be somewhere under Red Mountain.
100 | Darius thanked me for finding the blueprints to Anumidium. They will be sent immediately to the Emperor himself. |
Kill Tonasi Belas[edit]
This quest is similar to the existing Honthjolf is a Traitor quest, which involved killing a traitor who had previously been a part of the Legion. In this case, the target was to have been Tonasi Belas, a now-irrelevant NPC living in Assarnatamat. Perhaps the two quests were considered to be too similar to merit the inclusion of both.

100 | Imsin the Dreamer thanked me for killing the traitor Tonasi Belas. |
House Telvanni[edit]
Early Retirement[edit]
This House Telvanni quest involved "persuading" Master Neloth into "early retirement" on behalf of Master Aryon. Judging by the items named in the first quest stage, it seems possible that this retirement was not to be entirely voluntary. Since both this quest and the Writ for Master Neloth quest were removed from the final game, it seems there was a deliberate decision to reprieve Neloth for some reason. This may or may not be related to Neloth's subsequent appearance in Solstheim, two games and two hundred years later.

Morag Tong[edit]
Writ for Master Neloth[edit]
This Morag Tong quest was another simple assassination quest, this time aimed at Master Neloth. Both this quest and the Early Retirement quest to kill Neloth (see above) were removed from the final game.

The Mission Report[edit]
Crazy-Legs Arantamo is the other NPC found in the secret area behind Simine Fralinie's bookshop with Gentleman Jim Stacey. This quest involved stealing a report from the Hall of Justice.
