Khaasra is a Khajiit caretaker and servant at the Oran Plantation's manor house.

Khaasra is not a slave. Khaasra works with the other servants as equal. Some do not like it very much.

However, as a Khajiit, several high-ranking members of the plantation see the idea of her being 'free' as laughable, including the foreman, Dels Ravyn, and the current head of the manor staff, Mutra Llehervu. As part of the events of A Household Slave is Wanted, you are asked to recruit Khaasra as Dels Ravyn's personal 'servant', a job that Khaasra, perhaps wisely, is extremely wary about accepting.
