Quick Walkthrough

1. Speak to Madala Ceno about Orders and Meldras Avilo.
2. Talk to Dravosa Avilo at "Avilo's Gems and Metals" nearby about Meldras Avilo and Kunashpat.
3. Ask Yul-Nammula at the top of the Legion Post for directions to Kunashpat.
4. Go to Kunashpat and clear it of the outlaws.
5. Retrieve the Kunashpat Key from Qorandilia's corpse.
6. Open the cage nearby where Qurandilia was found, containing Meldras Avilo.
7. Escort Meldras Avilo out of Kunashpat.
8. Speak to Meldras Avilo on leaving the cave to progress the quest.
9. Return to Madala Ceno for a reward of either:
   • Imperial Mace of Sorefootedness.
   • Imperial Canyon-Hopper Nagitana.
   • Imperial Saber of Protection.

Detailed Walkthrough

For your next set of orders, speak to Madala Ceno about Orders once more. This time, she tells you about a kidnapping that happened, to a man named Meldras Avilo. He and his wife own a gem and metal shop nearby the Legion Post, and Madala tells you that his wife was a little skittish with the details of the kidnapping, so head over to their shop to get the full story. Head down the stairs from the Legion post and turn left, their shop is just several paces away from the Legion Post stairwell.

When you get inside of the shop, speak to Dravosa Avilo about the kidnapping. She states that she actually knew who kidnapped her husband, an outlaw gang led by a woman named Qorandilia. She knows they're based out of a cave named Kunashpat, but does not know the way to Kunashpat. She points out to you on asking her about Kunashpat that perhaps a Legion scout knows where it is.

If you head back to the Legion Post and ask Madala Ceno about Kunashpat, she'll tell you that Yul-Nammula, who is at the top of the Legion Post, knows how to get there. Go all the way to the top of the post and speak to him about it, and he'll tell you how to get there.

Essentially, walk north a very short way from Shipal-Sharai, there's a dirt path going north. Follow it until you see a dome sticking out of the ground. If you get to the door under the dome in a rock face (Haniridun), you went too far. The spot to turn left into the short canyon is right after two fenceposts on the side of the dirt road. There is a small "canyon" with a very vague path through the canyon. It opens up shortly after walking through it, and you turn left and follow the left rock wall. You'll come across a cave named Illutu, keep following the left-hand rock wall until you find Kunashpat. If you hit Thirith Farm, you went a little too far.

Inside of Kunashpat, clear out the entire cavern. The outlaw, Qorandilia, is on a raised ledge in a middle room inside of the winding cave, but it's pretty direct to get to her. Once you kill her, you can loot the key to the cage nearby to unlock it (or lockpick it/use magic) and speak to Meldras Avilo. Have him follow you out of Kunashpat.

After you've safely escorted Meldras out, speak to him to get a journal update, and he'll say he'll make his way back on his own. Head back to Shipal-Sharai, to the Legion Post, and speak with Madala Ceno about the orders. She'll thank you for saving him and give you a choice of reward, wrapping up the quest: Imperial Mace of Sorefootedness OR Imperial Canyon Hopper Nagitana OR Imperial Saber of Protection.
