Smaref Ice-Blade is an orphaned Nord child living in Riften. He became the true heir of Clan Ice-Blade after his mother was assassinated as part of a plot led by Erikur and Gisli. Smaref was then used as a political puppet to transfer away the clan's land holdings east of Jehanna in High Rock, before being sent to live comfortably in Riften in ignorance of what had transpired.
You will only encounter Smaref at the end of the related quest, when his uncle Pjofr Ice-Blade comes to Riften to bring Smaref back to High Rock and restore the clan's titles.
