A meritocratic bureaucracy, the Imperial Curia helps run the Empire's administrative apparatus on the Emperor's behalf, and often finds itself in opposition to the Empire's assorted aristocratic structures. It is divided into three Exarchates, each presided over by an Exarch. The only named Exarchate in the Abecean Shores release is the Red Treasury, which maintains an office in the city of Anvil. Here it is primarily responsible for organising the royal auctions that select that city's ruler. The Red Treasury itself is also responsible for overseeing the Imperial exchequer, the Census and Excise offices across the provinces, the Emperor's personal industries and his financial interests in the banking sector.
