A Redguard named Hadoon believes ones fate is not predetermined. He believes one can break from destiny but needs help proving his theory.

Hadoon can be found reclining on a rock near the road the southeast of Leki's Blade. He will talk with you about the nature of fate and claims that fate can be denied. He reads your fortune from a set of bones, which tell him that your fate is to be consumed the by the terrible duneripper Istraga. If you can slay Istraga, it would prove that fate is not all-powerful. Journey a short distance southeast where you will find Istraga resting in her nest. Kill her, and take the Scale of Istraga from her body. Return to Hadoon with the scale and talk to him for your reward. He commends you for challenging fate and gives you the Inspired Cowl.

After consulting a set of bones, Hadoon informed me that I am fated to die in the jaws of a terrible duneripper named Istraga. Istraga roams the desert south of Leki's Blade. Hadoon wants me to bring him one of its scales as proof.
