Complete all of the Ebonheart Pact cave exploration achievements.

Pact Cave Delver is awarded for clearing all Delves in the Ebonheart Pact territories. There are 6 Delves in each zone, for a total of 30 across all 5 zones. There are no Delves in the Starter zones of Bleakrock Isle or Bal Foyen. Clearing a Delve merely requires participating in the battle against that Delve's final boss.
