- "Of course. The Stricture binds us—we're compelled to abide by it. You don't think any of us would be stupid enough to walk into a city without knowing the terms of entry? Even Ogrims mind their manners here.
Mortals, not so much." - You said something about gaps in the rules?
- "Gaps. Loopholes. Places to foment discord. Dance a jig along the legal line.
It's easy for you mortals. You get to choose whether you abide by the Stricture. Daedra have to be a little more clever. And worry about the Grasp." - What's the Grasp?
- "You got all the way here and you don't know who they are? They're the Dremora in charge of enforcing the Stricture. Closing the loopholes.
If you want to meet the Grasp, I have ideas. They'd make this city more … interesting."
