Mevis Othrys

Mevis Othrys is a Dark Elf who is trapped on scaffolding at the Sulfur Pools. He is the brother of Dedras and Drathyra Othrys, and the son of Garvas and Saalu Othrys. His family owns the settlement at the Sulfur Pools, where they mine sulfur.

You will find him on top of some wooden platforms waiting for the shalks to leave:

Finding him after Dedras:

"No, I haven't seen them since the attack. I did hear Drathyra—that's my sister—telling mother she knew a cave they could hide in.
There's only one cave that could be. It's on the western edge of the sulfur pools."

Can you return to your family's stead?

"Please, find my family.
I'm going to make a run for it. Wish me luck."

Speaking with him back up at his family's stead:

"I hope this war with the Covenant ends soon, preferably with us slaying their men, selling their women and children into slavery, burning their towns, and salting their fields.
