After you've lit the signal fires in Varen's Watch, you can exit the fort and look for Captain Abitius and her squad. Her group will be nearby, and they are questioning their defiant captive Larchisse:

Legionary Domitius Cedus: "Why attack Varen's Watch, Elf? How many warriors do you have in there?"

Larchisse: "The Recollection easily took your silly fortress!"

Legionary Domitius Cedus: "Damn Wood Elf!"

<Legionary Domitius Cedus walks away in frustration and notices the lit fires at Varen's Watch.>

Legionary Domitius Cedus: "Hey, the signal fires! They're lit!"

Larchisse: "What? That's impossible!"

Legionary Domitius Cedus: "We are the Legion! Anything's possible!"
