Once you arrive in Betnikh for the first time, you'll find Gruluk gro-Khazun at the end of the pier and waiting to speak to you. As you approach him, he will warn you, "Keep your weapons sheathed, newcomer!"

"Good thing you sailed in with Captain Kaleen. Outsiders aren't welcome on Betnikh, especially not now."
