The Dune Watch are Khajiit warriors and members of the Dune City Guard. They are not part of the Justice system and will not attempt to arrest you. They have no unique dialogue.
Before Dune is liberated, they can be seen fighting Frost Atronachs. When you defeat their foe, they salute you and disappear into a cloud of smoke.
