They appear at the memorials when you light the braziers during the quest. They are quite vexed that Vigrod left for Shor's Stone. This spirit is accompanied by Gruber, who appears when you light the southeastern brazier:

these two spirits appear at the mid-southern shrine with Sage Tirora's spirit.
