Akhbar is a Redguard found in a camp of Sanguine revelers in Cyrodiil. He will be drunkenly dancing in celebration of Lord Sanguine's revel. If you return to the camp after drinking Skeewul's drink, he and all his fellow revelers will be gone.

He is quite jovial, as indicated by his dancing, and when you speak to him, the enthusiastic pump of his arms.
